Because, per this Apple's website for eSim transfer between phones-
And iPhone 7 cannot be updated to iOS 16. So it will not work.

An iPhone 7 is too old to have any eSIM, so this is irrelevant.
Even if your iPhone 15 hapens to have a SIM card slot, transferring a SIM from an older iPhone like the iPhone 7 would be unwise becaose that SIM would not be capable of 5G cellular.
Why not?
15's sold in the US do not have a physical SIM slot, they are eSIM only.
What did your carrier say when you contacted them?

Fine. Do not transfer the SIM. Simply set up the iPhone 15 using the SIM capabilities it comes with.
