Unable to download photos in compatible format!

Regardless if I choose more compatible format, I always get an HEIC file, which I can not open on my PC.

Is it perhaps because the photos were captured with live mode enabled?

Apple, this is a massive problem for us, we have employees capturing hundreds of photos on iphones every day and they need to download and share these photos. What is the meaning of this change??
