Issue with sunrise / sunset complication in my Apple Watch post software update

My sunrise / sunset complication stopped working after updating to software version 10.0 and 10.0.1. I checked location services and they are on for Apple watch faces. I have tried restarting the watch and each time I do that, a time shows up for a few seconds and then it disappears. Any ideas on how to fix this?

My sunrise/sunset complication has failed repeatedly, dozens and dozens of times, I have tried every method I can find mentioned here. If I reboot my watch the complication displays correctly, then every few days it fails again. I always use the same watch face, but periodically unintentionally swipe to a different face, which might trigger the problem. No idea. Note: most of the suggestions here fail to say whether they refer to settings on the watch or in the phone watch app.
