UPS arrived at my house. I opened the box in front of UPS driver and it was empty. I have security cameras at my home which capture everything. Apple refused to refund my money

You will also have to file a complaint with UPS and it may require you filling a Police Report. In the cases I have heard about it is usually the carrier that does the investigation. Whether the device was stolen out of the box in transit or even at your door, the carrier is the responsble party. You may also have to provide a notarized Affidavit and Apple would most likely provide the same to UPS claiming they shipped the device. Hope things get worked out for you.
