I have a 55" screen with a Touch overlay with a USB connection. I can connect an iPad 10th Gen to the Screen via HDMI, but is there a way to connect to the Touch panel and control the iPad via the external touch Screen?
iPadOS does not support connection of external touch-screen panels. While the monitor itself can be directly connected using HDMI or DP/HDMI Alt Mode over USB-C, the associated touch-screen functionality won't be available.
iOS/iPadOS has no facility with which to independently install device driver software.
Whether or not iPadOS will ever fully support external touch-screen monitors is known only to Apple. However, Apple do invite submission of feature requests via its Product Feedback portal. If you would like to see additional functionality in a future version of iPadOS, this would be the most appropriate channel through which to make a request:

Does the latest iPad allow you to connect to an external touch screen and operate the ipad?
