Tap to Pay not working on iPhone 15/7.0.2

I upgraded my phone, and using my new phone to tap to pay isn't working right. When I put the phone near a tap point, it senses the point and wakes up and asks for the double-click. It recognizes the card, and I can choose a new card, but no matter what card I use, or whatever merchant I'm at, the phone doesn't send the card information to the sale point. It doesn't matter if it's Apple Pay, the Apple card, some other card, it just says it's trying to connect and doesn't.

I have, in fact, tried restarting my phone, checking that the cards are "ready to use" in the Wallet, and I know where the tap points are for, like, Target.
