My Apple Store keeps telling I need to make a payment method whenever I try to download or update a free app why is that? I even put in a payment method and it says it won’t work why are you guys making us pay to basically use the app ?

We are all Apple users, like yourself, in this community. Apple doesn't tell us why it does what it does, and we can not speak for Apple. We'd like to help however.
Apple requires a payment method is listed in your Apple account for the first time you use the App store or ITunes, even if you are only downloading free apps.

You may need to restart your Mac or device, or wait 24 hours, for the Account update to come into effect
