I can't get thru the activation lock as I have retired and no longer have my phone or the email that was used to set it up and I do not remember the password

I have tried to reset my apple ID and icloud id but the watch still wants the email and password I set it up with.

For Apple ID login purposes the email address is simply a user name (the email itself doesn't need to exist) and the password is also unique to the Apple ID credentials (it doesn't need to be the password for the old email).

If your Apple Watch is still working you might be able to get to the Apple ID settings, see the email (user name) in the display and get to the option the change the password (to something you know).
