This is not a hardware issue. This happening to me as well and some more! It was all fine on iOS 16 till we upgraded!!
Apple should provide a fix as their iOS upgrade broke the Face ID!
This is generally a hardware issue. If the unit's on an OS version older than 16.7 or 17.0.1, you might be able to fix it by updating it from a computer or the Software Update function in Settings; otherwise, contact Apple Support.
