When transferring data to a new phone, the software update to IOS 17.0.1 is downloaded and everything freezes

We bought a new phone ipnone 14 pro, we transfer data to it from the old iPhone, it requires installing a software update to IOS 17.01 and the new phone freezes during the installation. Rebooting does not help; it does not allow you to transfer data without updating. please help me, how can I fix this?
