iCloud access on apple TV

I am unable to sign into my iCloud account from a legacy Apple TV that I am reactivating. On setup, the Apple TV accepts my Apple id and password, and I receive my verification code on my iPhone. However, when I type in the verification code, I am told that iCloud isn't set up for this Apple ID account. What gives?

If you are unable to sign into your iCloud, these steps may help:


"Before you begin, check the Apple System Status page to make sure there are no outages or scheduled maintenances currently affecting iCloud and make sure that you’re signed in to iCloud with the same Apple ID on all of your devices. " If you can't connect or sign in to iCloud
