changing the phone that connected to the apple id

hey!

I have been trying to connect my phone number to apple id, but when I'm trying to add the number it is writing that "Phone Error: This phone number is already in use with another account." but it is not.

what should I do? i tried to find the user my phone is connected to but it says that there is no any.
