I had to cancel my debit card and my cash app card cause someone got into it and charged 49.00 and some change know I can’t add any card to my phone plz help

If there are no matching charges in your billing and subscriptions for any of your Apple IDs, then it would appear somebody else used your debit card, and you will want to discuss that with your financial provider.

You can't use Cash app as your Payment method for the App Store.

fyi: Not all credit & debit cards seem to work with App Store / iTunes Store, try a different one, or preferably a credit card. If your card is not accepted as a paymenf method, you need to contact your bank.
