How to turn down alarm volume on iPhone

The alarm always sounds at the highest volume level. Changing the Ringtone & Alert volume in Sounds & Haptics doesn't change the alarm volume. I have "Change with Buttons" selected, but when I try to turn the volume down using the volume button when the alarm is sounding, it just sleeps the alarm and doesn't actually turn it down. I've tried adjusting the volume when setting the sound ringtone, but the alarm always sounds at the highest volume level. I've rebooted the phone, no change. Using iPhone 14Pro on iOS 16.6.1. Seems like this should be a pretty basic straight forward thing to do but I can't figure out how to turn the alarm volume down. Has anyone else been able to solve this problem?
