iPhone 14 Pro Max won’t update to iOS 17, no errors

I’m offered the chance to update my iPhone 14 Pro Max to iOS 17, and it goes through the whole process including requesting the update, installing, progress bar, and restarting but the update doesn’t stick.

I go back to check the software version, and it’s stuck on 16.6.1.

I get no error messages.

I have enough storage.
