Updated to iOS 17 but why does not Personal Voice feature not show up in Settings

Hey everyone, I just updated it to iOS 17 and the one feature I was stoked about was the feature of personal voice, but to my dismay after updating and trying out every single possible step available online, I still could not access the personal voice feature on my phone. I use an iPhone XS. Live Speech is on and I did all the other steps I could find online
