Can I clean out my cloud so I don’t need to purchase more?

I keep getting notifications that I am almost out of space on my cloud and that I need to purchase more. Is there a way to get access to my cloud so I can manually delete items off my cloud rather than purchase more for my cloud? I have an update iphone.
