Suddenly can't send or receive text messages

My iPhone SE suddenly started sending messages saying:

"You were unable to send a text message due to a device restriction or insufficient funds."

and

"You were unable to receive a text message due to a device restriction or insufficient funds."

I have no idea what that means or what to do about it.

Can anyone help?
