iTunes in Windows 10 - No option to choose from playlists to sync from library

I've clicked on "Sync Only Selected Songs and Videos" in Itunes but under the "music" tab on my ipad, no list of playlist choices will appear. This all started when I updated my ipad to V16.

However, when I go select the checked playlists, nothing appears on the "music" menu in my device:


I have icloud library turned off in itunes, so I'm totally confused as to why that's what's displayed. I've seen many other posts with this issue but none with an answer other than "make sure you have list view checkboxes enabled." It is already checked so I'm hopeful someone can steer me in the right direction. I've wiped my ipad and started anew and the same thing occurs. I've also uninstalled and reinstalled itunes to no effect. I've been working with playlists ever since the ipod days and I've never seen anything like this.
