No, the shared albums are still the same as previously. Shared albums are still streams of photos and not really albums - the items the shared albums are sorted by the date they have been added, so the most recently added photos can be found in one place at the end of the shared album. Rearranging the items in the Shared albums would mess up the sequence of comments. If we share a photo and then someone comments on it, then replies by sharing a new photo, and then we comment on the new photo, the sequence of comments would make no sense, if we could change the the sequence of photos. Shared albums are meant to be discussions about the photos, not as a web gallery.
On iOS 13 we can sort the photos now automatically by the date they have been taken, because the capture date is now no longer stripped from the shared photos. But this will only sort the shared album on our device, not on the devices of the subscribers. And we can still not exchange the position of individual photos.
What Apple has done is introducing a new method to share photos - the shared iCloud Photos Library. While we are now able to cooperate on shared photos and share them in the full resolution in a new, shared library, we cannot share the albums at all, only the media.
