Can’t get se out of voiceover

You may try some of these steps, please check after each step...

1. Sometimes, a simple restart can resolve temporary software glitches. Turn off your iPhone, wait for a few seconds, and then turn it back on.

With voiceover on, a single tap on the keypad will only initiate the voice over read. You need to double tap each number of the passcode to unlock the phone. Once unlocked, continue to use the double tap to navigate to the settings to turn voice over off.
