My Apple Watch update to watchOS 9.6.2 says paused on iPhone and won't resume

Have my Apple watch 7 on charging stand, tried to download software update with fully charged iPhone XS beside it. Phone says update “paused” and to resume downloading when connected to wifi. Phone been connected to Wi-Fi all along. Checked on watch to see if I could download directly bu same message, and no buttons to resume download!
