If apple can take my money immediately, why isn’t it returned the same way? Makes no sense

I had this unused app on my iPad and just forgot to delete it

so was charged without warning.

I deleted it straight away

had no idea it was even on my iPad

got charged $108 dollars

that’s a lot for a pensioner

now why isn’t it returned as fast as it was taken

makes no good sense
