Family Setup in NZ

Why is family setup of Apple Watches not supported in New Zealand? There are some great features to enable kids to have managed watches and eliminate the need for a phone that currently cannot be accessed here. It would be great to know if it is an apple restriction or a restriction by local telco’s.
