Unable to open system settings

I have a new Mac Studio running in Ventura. After a day or so of use, I wanted to change some settings and I noticed when I go to Logo>System Settings nothing happened. The window does not open to access the settings.

A SafeBoot Use safe mode on your Mac - Apple Support will sort many anomalies. Log in and test, reboot as normal and compare your results...



Uninstall all third party apps that are Cleaners/Optimizers/VPN/Anti-Virus

all known to cause issues on the macOS

I tried safe boot and saw the safe boot in the upper right corner. As soon as I logged in the safeboot disappeared. When I try to go into system settings a box opens for passwords. That seems to be the only setting I have access to. There is no administrator attached to this machine. I bought it new less than a year ago. I am not able to install software updates or upgrade to Sonoma.
