For ease of use I would like to leave my hotspot hooked to my smart tv for the rare time I want to stream. If the tv has joined my hotspot but I am watching an antenna channel does it use data?

If by "hotspot" you mean the Personal Hotspot feature on your phone, that connection will drop after a period of inactivity.
As to whether or not the SmartTV would use data while you were watching an antenna channel, maybe. It depends on the television. It might try to update software in the background or update the channel guide. Turn off WiFi on the TV entirely and see if anything stops working.
