Why I can’t download apps without paying .?

I can’t download free apps . Like I use too and I was wondering why is that

Perhaps you need to add a payment method (which doesn't mean that you'll pay for free apps), as per section #2 in this support article:--> If you can’t download or update apps on your iPhone or iPad
