can a family plan have multiple apple id
I have 2 kids with their own apple id but use the same payment as my wife and I account. Can we use the family apple music plan?

Yes, up to six people (Apple IDs) can share content and subscriptions using Apple's Family Sharing mechanism. See Set up Family Sharing - Apple Support. Once you've set up the family you can take out a family plan for Apple Music so that each member can create their own iCloud Music Library to use across all of their devices.
