Apple doesn't offer a 10TB iCloud Plan - anywhere - as of the date of this reply. See your options here: iCloud+ Plans and Pricing - Apple Support
So, Recommend this to Apple:
Do your Part: Provide Apple with feedback on this, recommending that they add more space. Apple may not get back to you directly, but the more feedback they receive on this, the more they will know what three customers prefer and what to include in updates to come.

As for Troubleshooting Full iCloud:
One unique method...
Download All of iCloud:
One thought would be to download all of iCloud to an external drive. Once downloaded, verify your can access the data. Once verified, trash what is in iCloud. As for seeing through the download, do so in Finder on a Mac. You would download it to an external drive, and then open the drive in Finder. Search through it using the search bar on the top-right corner of the Finder window. Once downloaded, trash what is in there. Two Methods:
A. Go Here: Download iCloud Photos and Videos - Apple Support
or...
Use a Backup to Get Photos in All of iCloud:
B. Download All of iCloud, then Search the the Photos:
Not all photos are seen in the Photos app. So, one method would be to download all of iCloud, and then import the files to a folder on an external hard drive. From there, open the folder, and browse through the it using the Search Bar on the top-right corner of the Finder window. Enter extensions (i.e. png and gif). Using 4TB of iCloud Storage:
My reply in in regard to your second question: "so really want a backup in the cloud for the photos app". So, if you want to upload 4TB worth of photos, then you'd have to share them the Family Sharing, with a second Apple account(which seems like a wast of money, IMO) --or just use another cloud service(i.e. ISP) --or just use an external hard drive, a I mentioned in (B.) of my previous reply (which seems most ideal, and less confusing).
Great advice! Thanks for this. And I certainly will... Apple should also consider how many items you own regarding storage... in my case:
1 MacBook pro
1 MacStudio
1 Mac Pro Server
1 Mac Pro
And I can imagine other users having much more...
Especially for using the photos and videos on iCloud it is useful to be able to upload all... Some bad experiences with external HDD's...
So really want a backup in the cloud for the photos app.
1. Use multiple Apple IDs or a non-Apple cloud storage service.
2. You won't be able to upload any more content. If someone emails that address, it'll get bounced.

No. No single Apple ID can have more than 4TB of iCloud+ storage; you'd need to split up the library.
