Here's a couple of ways to choose from to make your account zero (0):

(1) You can purchase an item that costs more than your balance and use a payment method for the rest.

or

(2) Apple support's article:

Check your Apple Account balance - Apple Support

says:

(Re: "change your country or region")

" If your balance is less than the cost of a single item, contact Apple Support."

Buy something more expensive than your balance and pay the rest with a credit card, or if you have less than the cost of a single item, and cannot add a credit card, contact Apple Support so they can remove it for you.
