iPhone locked and need previous owners Apple ID and password

iPhone locked to owner . To unlock this iPhone I’ve just bought after charging it up “ iPhone locked to Owner “ . I have asked the seller for his Apple ID and password that were used during his set up but no joy . Help

Only the person whose credentials have been used to set up/lock the device can open it. Return the device or recycle it responsibly.
