You can go directly to 13.5.1 via Apple menu > System Settings > General > Software Update.

How do I upgrade from Ventura 13.3.1(a) to 13.4.1(c) to 13.5.1?

Just confirmed with Apple Care that 13.5.1 will update 13.4.1(c) in the course of installing 13.5.1.
