Phone space storage
I pay $2.99 for monthly storage space and yet my phone says it can’t record more than a couple minutes because it has no storage. What am I paying for then?
can someone please help explain?

You bought iCloud storage, not phone storage. An iPhone's storage is a fixed size and can't be increased.
