Will message go through if I have blocked someone or turn off Message

If i had blocked someone and i turned of my iMessage can they still get me and will a text message still go through?

If you have blocked there is no need to turn iMessage off.

Block messages from a specific person or number

In a Messages conversation, tap the name or number at the top of the conversation.
Tap the info button, scroll down, then tap Block this Caller.
