Photos Settings only shows General and iCloud, no Shared Library

I want to use iCloud Shared Library but I don't have the option in my Photos Settings. Why is it not showing?

If your Photos is still showing "Preferences" and not "Settings", your system version does not yet support the Shared Photos Library.

You will need to upgrade to macOS 13 Ventura. Photos is a part of the system. You cannot upgrade to a newer version of Photos without upgrading the system.
