Yes, quit Mail and restart the Mac. It may help with the issue. Also, make sure you have the latest update of macOS installed.
In Ventura if you check Protect Mail Activity it automatically unchecks Block All Remote Content.
Give it a try and see if it works the same for you as it does for me.
Perhaps it is me, but I have done as you suggest with tick in Protect Mail activity and Hide IP address, with no tick in Block All Remote Content. I still get Load Content Directly. Perhaps I should close down and restart?
