Troubleshooting Messaging:

A. Disable Screen Time:

1. Go to: Settings
2. Tap: Screen Time
3. Tap: Turn Off Screen Time(so that it is greyed-out)

B. Whom to Contact:

Contact your Carrier, as they are the one who provide you with the service of Messaging.

If you are able to receive iMessage texts it’s not an AppleID thing. SMS is a provider issue and your provider needs to help you with this issue
