I want to add third card in my wallet but the ads button is not working it directs me to learn how to add a card / pass/ ticket

Yes just came back from Spain ,, the cards issue from same region I have added the others previously,,, I’m not reaching the page that I can add card its when I click the wallet and then add card a message appears “ add card to wallet “ to add card, ticket , passes to wallet look for add to wallet button in apps”
and I have to close the message it to click into the learn more ( which direct me to Apple site )
What are you in? Have you moved or vacation recently in another country or region? Was the card issued by a bank in your current country or region?
