I just got a free code from best Buy and I am not able to use it. I get the message:

You have already redeemed the maximum number of these codes per Apple ID.
Hi! it’s most likely you used multiple codes before receiving the message. But if you think this is a mistake, you can send a product feedback here -> Product Feedback - Apple or if you have time, wait for a month or so then try the code again. If none of them work, you may need to create a new Apple ID or start paying for Apple Music.

That would indicate that you have used a promotion code for the same service under the same Apple ID in the past. I'm guessing you're asking about a promo for Apple TV? If so, it's only available for new users.
Have you used it before? If so, despite what people have said in the comments, it may not be valid again. But, as it seems to be a BestBuy promo, I suggest you ask them for more details.
