I have macbook pro 13" mid 2012 with macOS Catalina which I want to upgrade to macOS Ventura but it says "not compatible". Why and what is the requirement to be able to download macOS Catalina? Do I need to have high memory installed or high capacity of hard drive?

Ventura requires a 2017 MacBook Pro or later model.
Its not about the memory or storage space. Its about the CPU, GPU and other components the 2012 models don't have or are not powerful enough. Components that cannot be changed or upgraded.

Have used both previously and have been satisfied each time.
For any of the mid-2012 MacBook Pros, Catalina is the end of the line. Adding more RAM or internal storage (if that is possible on your machine) would not change that.
