Adding Emoji Flags
Is it possible for Apple to add an ASEAN emoji flag?
Apple and other companies do not create emojis, they implement the emoji list set by the Emoji subcommittee of the UTC. See https://unicode.org/emoji/proposals.html#Flags

I don't think Apple creates emojis.
