how can I change the organizer if the Apple ID doesn’t exist and won’t let me turn on purchase sharing
I want to change the organizer in family sharing because the Apple ID of the organizer doesn’t exist anymore.

The easiest way to solve this is for everyone to leave the group and for you to start a new group. Since all Family Sharing purchases are owned by a Family Sharing group member, they should all be available in the newly formed group. See Leave Family Sharing - Apple Support. Hope this helps!
