Location Services still has issues for me on macOS 13.5.1.

I just received my Mac Mini on Aug 18, 2023 , butI can't access device location and timezone on my device at all. I tried reinstalling the os but it didn't help.

Tap "System Services - Details" in the Location Services screen in your second screenshot. Be certain "Setting Time Zone" is "on".
