How do I prevent app downloads from family sharing

My son figured out he could download an app that his brother has by going to the App Store, Purchases, then Family Purchases. He can simply download apps without asking permission. I tried turning off installing apps, but that just removes the App Store icon completely. Is there a way I can prevent this cheat?

This is the way that family sharing is intended to work. Unhidden purchases made by one family member are available to shared by others. You could try asking the one that is allowed the app to hide it from his purchase history, then remove the app from the other son's device and see if that prevents him from redownloading it without permission.
