Will it work to use phone as hotspot to stream video on roku tv on boat away from wifi?
I can’t seem to get it to work. I can use phone hotspot to iPad but not tv

If the phone is working as a hotspot with your iPad, then you know that the phone is working correctly......and the issue is with your TV.
Check with the customer support folks for your TV to see if they have some tips on how to get the TV to connect to the hotspot network.
Specifically, the TV needs to connect to the name of the hotspot network that is being provided by the phone (probably the name of your iPhone) and enter the password for the hotspot network to connect.
Settings > Cellular > Personal Hotspot
Make sure that Allow Others to Join is turned On
