Can we store movies on Apple TV 4k?

I would suggest downloading them to the iPhone, and then Airplaying the to the Apple TV. It does not require internet, and if you have power for the Apple Tv and the iPhone it should work easily.

If you have a phone plan that gives you unlimited (or at least a large chunk) of data to use for your personal hotspot, you could use that for an Internet connect for your Apple TV. I've done that in a pinch.

Also, last time we had an outage, the cellphones were out too, weirdly enough.

If there is a power outage, that can take out cellular service as well. Cell towers rely on electricity to function. Backup generators can only do so much. In outages that are expected to last for more than a matter of hours, cell phone companies will bring in "COWs" (cells on wheels) or "COLTs" (cells on light trucks) to provide support. They may have limited capacity, however.

You cannot download content to the Apple TV except for apps.

There is no way to download and store movies or TV shows.
