Apple Cash Family Setup not working

I‘ve been trying to setup a new Apple Cash account for my underaged child through Apple Cash Family. They used to have an Apple Cash Family account, but left Family Sharing a while ago and rejoined now. They now don‘t have Apple Cash activated, it does not show in Wallet and it is not listed as a payment method on their Apple ID. Still, when I try to set up a new account for them, it says „This person already has a Apple Cash Account“. Is there any way to close or access this old Apple Cash Account?

Could the child have multiple Apple ID’s? This not that uncommon and could a part of the issue. If the older account was not closed/deleted properly, that can be an issue.

My situation is a little different. My child never had this setup in Apple Cash and when I follow the steps to enable it I get a message: “Cannot Setup Apple Cash” Apple Pay services are currently unavailable. Please try again later.

However, I can use Apple Pay just

fine within moments of seeing this message.

Yes, but they are on the same Apple ID right now as the one which had the Apple Cash account before. Other of their Apple IDs never had an Apple Pay account.
