Why am I unable to install any apps without billing information

I’m done with apple I was just about to get the 14 this year but I don’t think so like why is it asking for billing information when I bought nothing and not to mention I put my card in and it saying that it have to be this year like bro I’m a kid what you expect me to have a bank card i dont know what to do like bro why is this happening I asked for the phone not there opinion of what I should have on my phone and what not at this point I’m starting to believe that apple is bad for you

I don't have a payment method on my account, but then I also don't go for a lot of the apps that people seem to want. I don't play any games on my devices. I have maybe 30 non-Apple apps, 20 of which I frankly almost never use. I guess if you want certain things then you have to be prepared to pay money for them and the vendors will want to know you can do that.
