Can you manage a Family group's apple watch using two different cellular providers?

I want to setup a cellular Apple Watch for my child. The watch's data plan will be under my spouse's cellular provider (Verizon), but I am the Family admin, and need to manage the watch's functionality, and I have a different cellular provider (AT&T). Can this be accomplished? Looking at purchasing iWatch SE 2nd Generation.
