I overwrote data I had in notes and did a full reset and restored from a previous backup in hopes of retrieving the old copy. This didn’t work is there another way to restore the notes app from a previous backup?

It didn't work because notes aren't part of the icloud backup as outlined here What does iCloud back up? - Apple Support
If you synced them to the cloud you can recover here Delete and recover notes on iCloud.com - Apple Support
If you synced them to your mail account contact your mail provider or look at their help site on how to recover deleted notes.
if you didn't sync them to either one, then those notes are gone.
